When used outside a PolySynth, oscillators default to playing a middle C (C4). When used in the PolySynth, oscillators do not generate any sound until they received a first note-on event. The oscillator needs note events so it knows at what pitch it should play. Note that the first time you tweak a harmonic slider this might give a bigger change in the original source waveform as only the first 64 harmonics are preserved and the original harmonic phases are discarded.
